Backdoor appointments in LA, LC, SRO 332 not implemented
Govt oblivious; SVO, SAC too fail to take cognizance

Jammu, July 17: Even as the high profiled anti corruption agencies of J&K have started taking cognizance of backdoor appointments made by authorities in various departments and acting tough in a couple of cases, the latest being one against a senior executive in Municipality Srinagar, they ostensibly have separate sets of yardsticks in measuring irregularities allegedly committed while making backdoor appointments in the highest temple of democracy, the Legislative Secretariat where such acts of omission and commission have been reported at frequent intervals. In what can be seen as the government itself turning a blind eye to deliberate aberrations, the Legislative Secretariat showing scant regard to government rules, has failed to follow the SRO 332 (2011)which governs the fresh norms for recruitment policy of the state.
Both the Houses of the legislature have made appointments over the years, many of them through backdoor, without any consideration to this SRO that was meant to be followed everywhere , as a means to check unemployment and ensure justice with a swelling number of unemployed youth. In broad terms, the SRO determines a fixed salary and perks for those appointed at least for first five years. However, in a number of appointments made particularly in the Legislative Assembly over the last few years, this SRO was not at all implemented. All the selected persons appointed against various posts were given proper pay bands and perks , as determined against the posts in normal course.ET Plus is in possession of the list of appointees who were given jobs through backdoor after this SRO came into existence. No one, not even the authorities in government took notice of this aberration, not to speak of the anti graft agencies like SVO, SAC which have surprisingly chosen to remain silent.
Most astonishing fact remains that while both the Houses of the Legislative Secretariat have been enacted by sec 63 of the constitution of state, thereby implying that both have equal powers and are regulated by similar sets of rules and regulations, the Legislative Assembly tends to function in its own 'autonomous' manner for many things. Sources said that the authorities at the helm during the time of previous coalition regime as also at present have gone all over board in making appointments the way they wished, without considering norms, in some cases the age bar having been relaxed without even asking formal nod from the government. Sources said while SRO 332 came into existence after making amendments in the service rules in 2001, this was ignored by those that the helm, apparently to accommodate the 'blue eyed' against the proper posts and salaries.
However, the Legislative Council in its advertisement made in the first week of this month seeking applications for various posts specifically mentioned in it that salary of the appointed candidates for first five years shall be regulated in terms of SRO 332 of 2011 dated 28th October, 2011. This is for the first time that the House made a mention of this SRO mandatory in making appointments, though the number of appointments made is less than those appointed in the Lower House.
The moot question remains that why both government and its anti corruption bodies are allowing such aberrations to happen in the highest temple of democracy , from where ironically the leaders of all hues make a loud cry during every session of legislature over backdoor appointments in various departments and talk tall about checking corruption.
